Mr. Coleman is an experienced education professional with expertise in fiscal and program monitoring and technical assistance. Mr. Coleman has over 35 years experience in education as a classroom teacher, Title I teacher, Title I Coordinator, Assistant Principal, adjunct professor, and director at the school district level. Mr. Coleman has a passion for school reform efforts that focus on quality education for the most marginalized students, including economically disadvantage children, homeless children and youth, and English language learners. For over a decade, Mr. Coleman has focused his work on federal formula and competitive grant programs that support the Elementary and Secondary Education Act (ESEA). He currently works with school districts on the implementation of the Every Student Succeeds Act, the current reauthorization of the ESEA. As Director of Grants & Partnership Development of a large, urban Colorado school district, Mr. Coleman managed up to 43 million dollars annually. He was responsible for overseeing and managing multiple partners, including local organizations, individual contractors, and non-profits, among others, all within the context of Federal, State, and non-profit formula and competitive grant funding supporting K-12 education. Mr. Coleman has worked closely with the U.S. Department of Education and the Colorado Department of Education on a variety of projects.
Ms. Morgan’s passion for both education and law led her to co-founding Coleman and Morgan. Ms. Morgan is an attorney and experienced education professional, specifically focused on federal education law. As a former primary teacher and practicing education attorney, she strives to advise her clients from both perspectives – as an educator on the front lines and as a lawyer with deep knowledge of local, state and federal regulatory compliance. Ms. Morgan’s experience includes federal programs, charter schools, state accountability and school improvement. She has experiences at both a State Educational Agency (the Colorado Department of Education) and Local Educational Agencies. In her capacities, Ms. Morgan has focused on implementation of the Every Student Succeeds Act (ESSA), the federal law that reauthorized the Elementary and Secondary Education Act (ESEA), the nation’s national education law and longstanding commitment to equal opportunity for all students. She has designed and implemented monitoring programs to ensure fiscal and program compliance of ESEA, including Title I, Part A; Title II; and Title III. She has also provided technical assistance (onsite trainings, individual onsite consulting, resource development, and resolution of monitoring findings) to all Colorado school districts. In her capacities at both state and local levels, Ms. Morgan has been responsible for writing a variety of reports and completing necessary reporting requirements as part of implementation and monitoring of federal grant programs.
